is now going to back PM Nuri Al-Maliki for a second term as<br />

news for the Kurds because they are no longer sitting on the<br />

BAGHDAD / Aswat al-Iraq: The Iraqi Stock Exchange (ISX) index went up by 0.4% in the last session before Eid al-Fitr (Lesser Bairam) to close at 91.5 points as rates of shares of 11 out of a total 22 traded firms increased on Wednesday.<br />
Shares of 22 companies were traded in today’s session, of which 11 shares increased, 2 slumped, and 9 others maintained their previous levels.<br />
“More than 321.359 million shares exchanged hands at 439.266 million Iraqi dinars (roughly $375,000) through 210 deals,” according to an ISX news bulletin received by Aswat al-Iraq news agency.<br />
The banking sector took the lead with 65% of the overall trading through 84 deals worth 289 million dinars over 7 firms, followed by the service sector with 19% through 52 deals and the industrial sector with 11% through 61 deals worth 48 million dinras.<br />
Trading was modest over the hotel sector.<br />
The ISX witnessed its first E-trading session on April 19, 2009 over five registered companies, three banks and two hotels. The banks were: Ashur International Bank (AIB), Al-Mansour Bank and the Iraqi Credit Bank while the hotels were: Ashtar Hotel and Al-Mansour Hotel.<br />
On June 7, 2009, the Iraqi Middle East Investment Bank and the Warka Bank joined the electronic trading sessions.<br />
The ISX now holds five sessions from Sunday to Thursday.<br />

Royal Dutch Shell Plc is reducing the amount of natural gas flared in Iraq and is preparing to award contracts for the country’s Majnoon oilfeld, a senior company executive said.<br />

“Progress is being made,” Mounir Bouaziz, Shell’s Middle East vice president for new business, told the organizer of an Iraqi energy conference to be held in Istanbul later this month. The organizer, Energy Exchange, published an interview with Bouaziz on the conference website.<br />
<br />
Shell, which won contracts last year to develop two Iraqi oil fields, now gathers daily 135 million standard cubic feet of natural gas and 500 metric tons of liquefied petroleum gas, or LPG, that had previously been burnt, he said.<br />
<br />
“This represents around 20 per cent of the currently flared gas, and over a third of the current Iraqi LPG import requirements,” Bouaziz was quoted as saying.<br />
<br />
Iraq, like many other Middle Eastern states, is seeking to develop its gas reserves to use the fuel to fire power plants and reduce carbon emissions. After seven years of conflict and sanctions, the country is trying to restore its capacity for electricity generation to levels achieved before the US-led military invasion of 2003 that ousted the regime of President Saddam Hussein.<br />
<br />
Most of Iraq’s associated gas, which is pumped in conjunction with crude oil, is flared, or burnt. Shell plans to eventually capture and sell about 700 million cubic feet of gas a day in southern Iraq. The country flares more than 1 billion cubic feet of gas a day, or 28 million cubic metres.<br />
<br />
Iraq, holder of the world’s third-largest oil reserves after Saudi Arabia and Iran, “could develop into a prominent gas industry and match some of the top gas exporters,” he said.<br />
<br />
The government approved on June 29 the creation of a Basra Gas Co, a joint venture with Shell, Mitsubishi Corp of Japan and state-run South Gas Co. which will hold 51 per cent.<br />
<br />
“We continue working with our Iraqi partners and expect a final agreement soon,” the executive said. “Now we are waiting for the final conclusion and ratification of the contracts by the cabinet.”<br />
<br />
Shell and Petroliam Nasional Bhd of Malaysia won a 20-year service contract in 2009 to raise the output of the Majnoon oil field to 1.8 million barrels a day, or four times its current production level.<br />
<br />
Shell is now preparing to award contracts for drilling as well as engineering, procurement, construction and management, subject to final approval by Iraqi authorities, Bouaziz said.<br />
<br />
The government awarded to foreign companies 11 development licenses for crude deposits in two rounds of bidding last year. It aims to attract investors in three gas areas this year.<br />

Surprisingly, this is a sign of progress. The land is slated for new housing; the state-owned textile firm that operated there is moving to an industrial park, where it can better meet booming demand for Vietnamese garments. Exports of textiles and garments rose by 17% in the first seven months this year, to $5.8 billion, suggesting that investors still favour <a href="http://maps.google.com/maps?ll=21.0333333333,105.85&amp;spn=10.0,10.0&amp;q=21.0333333333,105.85%20%28Vietnam%29&amp;t=h" target="_blank"><font color="#cc0000">Vietnam</font></a> as a base for cheap manufacturing.<br />
Its advantages have been amplified by recent labour unrest and rising costs in southern <a href="http://maps.google.com/maps?ll=39.9166666667,116.383333333&amp;spn=10.0,10.0&amp;q=39.9166666667,116.383333333%20%28People%27s%20Republic%20of%20China%29&amp;t=h" target="_blank"><font color="#cc0000">China</font></a>’s factories. In Hanoi there is renewed talk of “China Plus One” as a strategy for multinationals keen to spread their bets. Vietnam could gain handsomely, thanks to its labour which is cheaper than China’s and its neighbours’ (see chart). Even after a pay rise, the monthly wage for a textile worker starts at $84, says Nguyen Tung Van, head of the <a href="http://en.wikipedia.org/wiki/Communist_party" target="_blank"><font color="#cc0000">Communist Party</font></a>-run textile workers’ union, from his office in the abandoned compound. The industry employs around 1.7m people. Makers of footwear, furniture and more also gain from supplies of cheap labour.<br />
Vietnam has prospered as a result. <a href="http://en.wikipedia.org/wiki/Gross_domestic_product" target="_blank"><font color="#cc0000">GDP</font></a> per head was below $100 in 1990 but is now well over $1,000, says the <a href="http://www.worldbank.org/" target="_blank"><font color="#cc0000">World Bank</font></a>. But with workers getting richer, more will need to move into higher-skilled work, becoming better educated and using capital and technology more efficiently.<br />

Even that is not enough. Vietnam’s creaky infrastructure (power cuts are still common, even in the capital) and inefficient bureaucrats make it hard for exporters to compete. A wish to develop poorer provinces has led to some questionable choices: Vietnam’s only oil refinery, for example, is in central Quang Ngai, far from either <a href="http://en.wikipedia.org/wiki/Oil_well" target="_blank"><font color="#cc0000">oil wells</font></a> or industrial cities.<br />
The government, too, needs to give up on short-term fixes. The currency, the dong, has been devalued three times since November 2009. Fiscal weakness and policy flip-flops led Fitch, a <a href="http://en.wikipedia.org/wiki/Credit_rating" target="_blank"><font color="#cc0000">credit-rating</font></a> agency, to cut Vietnam’s sovereign rating in July. Foreign reserves have been run down. Many Vietnamese opt to hoard dollars, not bank them. Inflation, at 8.2%, is a worry.<br />
More could be done to develop a domestic market, too, in a population of 86m. One problem is dominant <a href="http://en.wikipedia.org/wiki/Government-owned_corporation" target="_blank"><font color="#cc0000">state-owned enterprises</font></a>. Some competition has appeared in sectors like banking, but too often big, state firms are morphing into conglomerates, helped by cheap credit and political ties. Party leaders speak warmly of <a href="http://maps.google.com/maps?ll=37.5833333333,127.0&amp;spn=10.0,10.0&amp;q=37.5833333333,127.0%20%28South%20Korea%29&amp;t=h" target="_blank"><font color="#cc0000">South Korea</font></a>’s <i>chaebol</i>, but Vietnam’s versions are unlikely to develop a competitive edge. Note, for example, Vinashin, a deeply indebted shipbuilding company, where the powerful ex-boss, who had been appointed by the prime minister, was arrested in August for mismanagement. The sensible decision may be to close or sell such a company. Officials, however, seem to have decided that it is too big to fail.<br />

Iraq intends to spend $13 billion on US arms and military equipment, tanks, ships and hardware, said a report.<br />
Half of the $13 billion of sales are finalised contracts and the rest are under negotiation, with 140 US M-1 tanks under planned purchases according to usatoday.com.<br />
Iraq has also requested 18 F-16 Falcon fighter jets as part of a $3 billion programme that includes aircraft training and maintenance.<br />
Under the potential deal, the first aircraft could be delivered in early 2013 with the first ten pilots undergoing training in the US, the report said.<br />
The US Army officer for training and advising Iraq forces, Lt Gen Michael Barbero, said the procurement would help Iraq build a modernised and sophisticated military to secure its borders and repel threats.<br />

BAGHDAD / Aswat al-Iraq - The premises of the previous Iraqi Embassy in Berlin, deserted since 1991, is currently on sale, according to a statement issued by the new Iraqi Embassy in the German capital on Wednesday.<br />
An Iraqi Embassy statement, commenting on an article published by a German newspaper, saying that “Saddam (former Iraqi President Saddam Hussein)’s Embassy in Berlin is facing danger of collapse, demanding its rennovation,” said the Iraqi Foreign Ministry, led by the Foreign Minister, “is treating Iraq’s properties in Germany with utmost attention, to make use of them for for the interest of the Iraqi community there.”<br />
It said that the old Embassy building in Berlin, deserted since 1991 until the downfall of the former Saddam regime in 2003, is under discussion between the Iraqi and German Foreign Ministries, to find a solution to protect its premises from outlaws, who broke through it and burnt the largest part of its premises.<br />

BAGHDAD / Aswat al-Iraq - Member of Iraq’s National Alliane, Hamid Mu’alla, has said on Wednesday that his alliance had not defined a time limit to select its candidate for the new prime minister’s post, expecting it to take place after the current Muslims Eid al-Fitr Holidays, starting on Thursday and ending next Monday.<br />
“We are expecting the National Alliance to name its candidate for the prime minister’s post after the end of Eid al-Fitr Holidays, when the political forces shall witness a more active movement than the one taking place now,” he said, adding that “there is no time limit to select the Alliance’s candidate.” :019:<br />
A source close to the National Alliance, stated earlier that the Alliance did not reach, in its meeting on Tuesday night, for a decisive and final decision for the issue of selecting its candidate for the prime minister’s post.<br />
Meanwhile, Mu’alla said the percentage that matches the selection of the Alliance’s candidate of 65 percent of the new parliament seats “had not been ratified, because the National Alliance did not define that until now.”<br />
The National Alliance is a parliamentary bloc that comprises the State of Law bloc, led by Prime Minister Nouri Al-Maliki, which holds 89 seats and the Iraqi National Alliance, led by Ammar al-Hakim, holding 70 seats in the new 325-seat parliament.<br />

BASRA / Aswat al-Iraq: A delegation from the South Korean STX company discussed on Wednesday with the officials of the State Company for Iraqi Ports ways of boosting cooperation in the ship building field, the public relations and media director at the State Company for Iraqi Ports said.<br />
“A technical meeting was held on Wednesday (Sept. 8) between a delegation from the South Korean STX company and officials of the Iraqi ports company, including the general manager, to discuss was of cooperation between the two sides, mainly in the ship building field,” Anmar al-Safi told Aswat al-Iraq news agency.<br />
“The meeting ended with the agreement to send a delegation from the Iraqi company to Korea to benefit from its experience in that field,” he added.<br />
The Shiite province of Basra, 590 km south of the Iraqi capital Baghdad, has five commercial ports and two oil ports: al-Maaqal, established in 1916 by the British forces and handed over to Iraqi authorities in 1937; and Faw, a small port on the al-Faw Peninsula near the Shatt al-Arab and the Persian Gulf.<br />
In the early 1970s, Umm al-Qasr port was built, and in 1974, Khour al-Zubeir and Abu Falous ports were established on the Shatt al-Arab.<br />
Basra is the cradle of the first civilization of Sumer. It has the seven main Iraqi ports. The first built in Islam 14 A.H. (After Hegira), the city played an important role in early Islamic history.<br />
The area surrounding Basra has substantial petroleum resources and many oil wells. The city’s oil refinery has a production capacity of about 140,000 barrels per day (bpd).<br />
Basra is in a fertile agricultural region, with major products including rice, maize corn, barley, pearl millet, wheat and dates as well as livestock.<br />
A network of canals flow through the city, giving it the nickname “The Venice of the Middle East” at least at high tide.<br />

BAGHDAD ( Reuters) - Iraq called the China National Petroleum Corporation ( CNN. . me. C ) and its partners are oil service companies to provide thrones for the rehabilitation of ten oil wells in the field , which Halfayah reserves of 4.1 billion barrels.<br />

The PM post is to be finalized for either the Iraqi National Alliance headed by Ayad Allawi or the State of Law headed by the incumbent PM Nourl Maliki, he added. <br />
<br />
“I do not believe that one could convince the other to give up the post. Therefore, the president should assign a member of these two blocs to form government,” Asasard noted. <br />
<br />
The situation in Iraq now is an unprecedented one as nowhere in the world political actors could not form government after they are content to results of a democratic election, he said. <br />
<br />
He thought that if the political blocs could not form a government soon then the issue would be resolved in the UNSC which might say Iraq does not deserve independency. <br />
<br />
Allawi won 91 seats and Maliki came second with 89 in March 7 legislative elections. Both come short to reach 163 seats to make a government and have been unable to form a coalition to do so. This has so far left Iraq with no government.<br />

The CBI has not provided official written notification to the <font color="#0000cc">banking sector</font> and banks regarding the revalue or printing of new currency thus it is considered null and void by the Iraqi banking sector and this is the general law noting that we contacted the CBI regarding this matter where they did not provide anything official to comment on simply stating that this matter is under study and has been so for the past few years nothing more nothing less.<br />

In a speech delivered at a news conference in the House today ( 09.07.2010 ), the Vice-President also thanked those who criticized or opposed to his nomination and consider it an integral part of the requirements of the construction process of democratic scrutiny of views and the ability personalities.<br />
The Deputy President of the Republic on the importance of communicating with the other powers and policy and decision makers in the country to get his nomination to the support needed to build a successful government to provide security services and rebuild infrastructure.<br />
The Deputy President of the Republic is fully prepared to apologize for the competition for the post of prime minister if his candidacy has the necessary support. <br />
Here is the text of the speech read by Vice-President of the Republic:<br />
In the name of God the Merciful<br />
I had the honor of the Iraqi National Alliance nomination for the post of Prime Minister .. This is a great honor I thank him all the efforts of the forces and personalities , without exception, calling on the Almighty to give me the strength and determination not able to bear the heavy responsibility entrusted to it .. I also thank the menus and the forces and personalities that have welcomed this nomination and considered a contributing factor in the formation of the government to solve the crisis there are many .. But thank criticized or opposed to this nomination and considered an integral part of the construction process and the Democrats and the debate which will help to check the views and viability of the characters. Has declined since last Friday , the third this month to make any meeting or to give any press statement. It had to be first to complete the National Coalition plans major basic and orientations in order for me represented .. As it should be assured that the nomination will have the necessary support and the necessary forces and other policy and decision makers in the country. We will work within the framework of the national coalition with the state law and with the National Alliance .. Government can provide security and services and to rehabilitate damaged infrastructure , especially in the sectors of electricity, water, fuel, transportation, communication, sewerage, Alambazl and provide employment , housing, education, health, fighting poverty, attract investment and restore the vital sectors of the oil and gas , agricultural, industrial, service and restore Iraq's relations both ways: the Arab and Islamic world and the international community , and end the legacy of Former justice to the oppressed and deprived of the victims of that regime or of the victims of the situation that resulted after the change in 2003.<br />
I confirm that I shall do all of this responsibility and I will present my brothers on the checks and balances, and I will continue my efforts with determination and strength as long as I'm going to the necessary support as long as we achieve the desired progress together .. BAGHDAD — This chrome-plated Kalashnikov AK-47 assault rifle, with a pearl hand grip and receiver, was manufactured by an Iraqi weapons factory which produced personalized assault rifles for Saddam Hussein’s family and friends. Bearing a tiny image of the dictator near the sighting mechanism, it was looted after the 2003 invasion and has been returned to Iraq along with hundreds of other items, <a href="http://www.nytimes.com/2010/09/08/world/middleeast/08iraq.html" target="_blank"><font color="#004276">as Steven Lee Myers reports</font></a>.<br />
It was put on display at the headquarters of Iraq’s Foreign Ministry in Baghdad on Monday in a ceremony attended by American and Iraqi officials, who gave details of hundreds of artifacts – the vast majority from ancient rulers of Mesopotamia – that had been recovered after being looted before, during and after the American-led invasion.<br />

A booklet distributed at the ceremony said of the AK-47: “Customs agents located the AK-47 at the headquarters of the U.S. Army 3rd Stryker Brigade, 2nd Infantry Division, at Fort Lewis in Washington State. Brought back as a war trophy by a U.S. Army soldier who had served in Iraq, the rifle was seized by the ICE (Immigration and Customs Enforcement) in cooperation with the U.S. Army at the behest of the Iraqi government.”<br />
It added: “During the reign of Saddam Hussein, Iraq had a weapons factory which produced its own version of the Kalashnikov assault rifle. Gold-plated models were produced and often given as gifts among Saddam’s family and friends, especially those in the Baath Party.”</div>

Iraq had 26 trillion printed Dinar according the 2008 charts, each year after that adding 1.5 trillion, this had to do with the damaged Dinar being taken off they just do a % count instead of trying to audit each Dinar, which they cant do, they averaged it out.<br />
Last year the Iraq parliament asked the IMF if they can Re-value or RI at $3.22<br />
IMF then told Iraq, let’s do an audit and see what plan we can come up with<br />
With the RV in mind to shore up, so the lower denoms can be released the plan from Shabibi was to reduce liquidity by 70% now we all know this already, here is what is new<br />
To get at a 3+ rate the time this was projected by future looking markets based on 100+ per barrel of oil. The reason we are looking at 70 % +15 % of the Dinars liquidity the price per barrel has gone down so the extra 15% is just one small part in helping Iraq to sustain a 3+ rate.  I had been talking to the guys out of Dubai and we could not figure out where the extra 15% came from.<br />
Before they had planned on taking in 70% and using the 30% as inter banking currency only. So the 15 % helps us understand also the rate they will eventually get at or want to get at, NOT SAYING IT WILL RV AT THAT RATE.  But it can be sustained. The remaining Dinar will be for their inter-banking needs.<br />
Also want to talk a bit about the VND… From the numbers we are looking at, they need to take a ton of currency off the market to be able to do anything with it, as I have talked about in the past. This window is 1-3 years from now. at a new 1-2 cent rate. Reason I am pointing this out is the fact after the Dinar RV’s, Heavy hitters are going to buy as much as they can. If you’re going to get into this you, you may wish to move sooner than later.<br />
IMO, nothing needs to be done for the IQD to RV, on the money side we are done.  On the political side, the Gov needs to be seated.  Also, keep this in mind… it is not just the money but also the Ministry of Finance that also has to approve dif types of business to be able to work in Iraq. NOT ALL BUT SOME… Remember this is what Ali is waiting for so he can buy his bank.  The MOF does not have full POWER TO DO THIS.  It is a interim Gov with limited power, so we need both to happen, seated Gov, and RV, at what ever rate.<br />
Next thing to consider is the sanctions.  Here is a question for you to just keep in mind. It RV’s, and we get a rate, Gov is seated, next they vote to get out of chapter 7, would you not think that after chapter 7 is gone that the rate would go even higher? Just something to think about…  If you’re holding Dinar and thinking of dif ways and time frames to cash in I would put this on the table.</div>
