What would one devalue it against officially if you do not wish to reinstitute a formal gold standard, which is clearly the preference of the Western central bank.<br />
<br />
One likely candidate might be the SDR issued as a new currency for global trade, and for the pricing of international goods and commodities.  <br />
<br />
<br />
The major bone of contention as I have pointed out before would be the new 'basis' for the SDR. <a href="http://www.blogger.com/What%20Will%20the%20World%20Reserve%20Currency%20System%20Become? The Stakes Are Enormous" target="_blank"><font color="#380494"> What Will the World's Reserve Currency Become?</font></a>  The BRICs are adamant for the inclusion of additional currencies and gold and silver to make a portfolio that is less weighted to the US, Europe, and England.<br />
<br />
A country would have the option to retain their own national currency for domestic use.<br />
<br />
This is regards to devaluation as opposed to a hyperinflation and reissuance in which case old dollars would be scrapped for 'new dollars' with a couple of zeroes knocked off.<br />

A friend sent this information about the US Post Office my way today. The speculation on the 'new composition' of the SDR is mine.  I am assuming that the number of Euro countries decreases.</div><br />

Earliest reference I could find to when the USPS started pricing in SDRs is 2009, which is well after the initial financial crisis. <br />

IMF publishes daily tables on SDR values--&gt; <a href="http://www.tinyurl.com/63438l" target="_blank"><font color="#380494">IMF SDR Daily Tables</font></a><br />

Quick calc: at today's SDR rate of 1.52 SDR to 1 US$, if a new global dollar like currency was issued, then a current $1 US would buy you 66 cents of that new currency. <br />
<br />
This is about a 34% drop in the $ value. <br />
<br />
And that is probably best case scenario, since the daily SDR rate is priced relative to 3 other currencies. If the US$ were to take a pounding prior to issuance of a new currency, the exchange rate would be even less favorable to $ holders. <br />

Summary: The pricing mechanism for replacing the greenback is in place. As your anxiety level rises on the $, feel free to check daily to see what your bank deposits would be worth after a bank &quot;holiday&quot;. <br />

VietFinanceNews.com - Vietnamese fiscal and monetary policies will likely be more maneuverable in 2012, as the country’s macroeconomic situation is stabilsing, said an economist who is also a member of the National Assembly’s Economics Committee. <br />
 <br />
 The remaining difficulties for 2012 include how the government can offer enough liquidity for the economy at an affordable rate so that it can growth steadily, said Dr. Tran Du Lich, a member of the National Advisory Council on Financial and Monetary Policy.<br />
 <br />
The money pumping must be adequate and monitored strictly so that it will not set off another round of inflation in the coming years, said Lich, director of the Ho Chi Minh City Institute for Economic Research, at a recent forum.<br />
 <br />
“Inflation in 2012 will not exceed 10 percent, and in my view, it will stand at 9 percent at most. Without future money pumping, it may be as low as around 5-6 percent for 2012”, he said at the &quot;Macroeconomic and the Stock Market in 2012&quot; event held by Kim Eng Vietnam Securities Co.<br />
 <br />
The main difficulty for Vietnam this year is far different from that of 2011, namely the vicious circle of high-rise inflation, which peaked at about 23 percent in August, and the devaluation of Vietnam dong.<br />
 <br />
Such economic constraints, resulting in Resolution 11, limited the maneuverability of both fiscal and financial policies in 2011.<br />
 <br />
At the start of 2011, amid the feasible return of high inflation that had already dampened business sentiments in the previous year, the State Bank of Vietnam devalued the dong by 8.5 percent in February. The government had to issue Resolution 11 – the tightening fiscal and monetary policies – to prevent the dong from falling further.<br />
 <br />
<b>2012: brighter and better</b><br />
 <br />
But regarding the 2012 macroeconomic picture, as inflation is cooling down and the national foreign exchange reserve is improving due to the decreasing trade deficit, there will be no further devaluation of the dong, he said.<br />
 <br />
But the problem now is liquidity for the economy, since nearly 29 percent of businesses had ceased operations as of April 30, 2012, Lich said.<br />
 <br />
The liquidity constraint of the economy was caused by the same shortage in the banking system in 2011.<br />
 <br />
By the end of 2011, total lending with real estate collaterals at Vietnamese commercial banks accounted for 53 percent of total outstanding credit, equivalent to $70 billion.<br />
 <br />
With the amount of the mortgaged properties, this is the direct cause of the liquidity shortage of commercial banks.<br />
 <br />
&quot;Trade deficit reduction in Q1/2012 is a positive economic indicator to many, but in my view, it is a worrisome signal. When many enterprises stopped production, they stopped importing raw materials, thus reducing the trade gap.”<br />
 <br />
“It is not a miracle caused by operational measures of the Ministry of Industry and Trade. However, the reduction in exports and imports has facilitated the stability of the Vietnamese currency,&quot; Lich said.<br />
 <br />
According to Dr. Lich, the processing industry grew by as little as 4.3 percent in the first four months of this year, but now the growth rate seems to be improving.<br />
 <br />
In terms of gross domestic product (GDP) growth, Vietnam has seen the lowest domestic product increase since 2009 in Q1/2012; with total consumption and retail value of the local market increasing by only 3.1 percent, compared to the previous rate of over 10 percent, excluding inflation.<br />
 <br />
According to the latest report from the Ministry of Planning and Investment, as of early April inventories had increased very strongly.<br />
 <br />
Specifically, the amount of unsold stocks are on a rise over the same period last year, including 63.4 percent in chemical fertilizer, 41.2 percent in cement, 38.9 percent in mopeds and motorcycles, 35.6 percent in garment-textile, 102 percent in plastic products, 101 percent in metals, and 94.8 percent in processed fruit and vegetables.<br />
 <br />
“With such a rise in inventories, nobody dares to produce more,&quot; Lich said.<br />
 <br />
As of last month, the total number of registered business enterprises was 647,600, but only about 463,800 businesses are still operational. Thus, the number of active enterprises accounted for only 71.6 percent of registered enterprises.<br />
 <br />
Among the remaining 29.4 percent, 82,000 have been dissolved, 16,000 have stopped working for tax returns, and 85,800 are left without any understanding of what real estate is theirs.<br />
 <br />
<b>Under this situation, enterprises are classified into three types.</b><br />
 <br />
The first are the most healthy ones, the most wanted group for lending, but they will not borrow; while the second group, though still operational, found that more lending will bring them no profits, so they also limits their borrowings.<br />
 <br />
In this context, bad debt is very high and increasing, especially in the weak banks. So, there are good banks with surpluses, but they are doing nothing but buying government bonds at an interest rate of about 11.5 percent a year to maintain liquidity capacity.<br />
 <br />
“Therefore, I had suggested in late 2011 that the Government warm up the real estate and securities markets.”<br />
 <br />
<b>Finding a sustainable rate for growth</b><br />
 <br />
If Vietnam’s GDP growth doesn’t recover by the end of the coming quarter, the national economy will probably fall into stagflation, the combination of stagnation and inflation.<br />
 <br />
If this were to happen the 6 to 6.5 percent growth target set this year by the Government will be difficult to achieve.<br />
 <br />
But if easing monetary policies by increasing the money supply is so drastic as to stimulate growth, the inflation risk will come back in 2013.<br />
 <br />
So, finding an adequate money supply for a 5.5 percent GDP growth is the most sustainable scenario, he said.<br />
 <br />
If the average interest rate of 10 percent is a real positive for depositors, Lich said the depositing interest rates will decrease gradually to 10 percent a year so that lending rate will be about 13 percent a year.<br />

The introduction of commercial strawberry production in Iraq has been a satisfying success. Following the initial introduction of certified nursery stock to a few trial growers in 2009, the production of strawberries in the country has enjoyed annual growth well in excess of 100% each season. Why has it been such a success and why strawberry and not another crop?<br />
 <br />
Strawberry production is a special development tool for several reasons. First, it’s a high value crop yielding nearly unmatched gross revenues on a per hectare basis. Farmers with very small land holdings can earn an impressive income on a modestly sized parcel. And the turnaround on investment is very short. An Iraqi farmer can plant in October and complete his season by May or June, effectively earning his return on investment in less than a year.<br />
 <br />
Managed properly, some plantings are good producers the following season. Certainly the labor requirement is substantial but in the absence of other employment opportunities, farm jobs are of great benefit to a community or extended family.<br />
 <br />
But strawberries are not an easy crop to grow, harvest and market. The crop is management and labor intensive. Attracted by the financial reward of growing this valuable crop, farmers learn to manage valuable techniques and practices they can apply to the production of other crops; drip irrigation, fertigation, the use of plastic mulch for weed control and effective post-harvest handling and marketing are examples.<br />

Iraq is not the first economy to benefit from the introduction of strawberry production as a development tool. It has been used as a licit substitute crop in Colombia, the Cochabamba region of Bolivia and the golden triangle in Southeast Asia. Even today in Northern California we see Hmong refugees establishing themselves on tiny parcels of land with strawberry production. One can only imagine why some of the most successful strawberry growers in California are of Japanese descent.<br />

KUWAIT CITY: Gulf monarchies must respect human rights, freedom of expression and allow for popular participation before turning it into a union, Kuwait's parliament speaker said yesterday.<br />

&quot;It is inevitable that the GCC states will have no choice but to improve their relations to an advanced form of a union,&quot; Ahmad Al Saadun said. This will make the member states &quot;capable of confronting potential challenges targeting their interests, security and even their very existence,&quot; Saadun said.<br />

But he insisted that all member countries of the proposed union must have similar regimes that are open to their people and respect human rights and freedoms. <br />
<br />
This should include &quot;freedom of expression and the right of popular participation in decision-making which we hope will be achieved in all GCC states shortly so the union can be established under its umbrella,&quot; he said.<br />

BAGHDAD, May 17 (UPI) -- Iraq is preparing to  have its fourth auction of oil and natural gas exploration zones as part of its  drive to rival Saudi Arabia as the world's leading oil producer.<br />
 <br />
Despite myriad problems, the prospect for Iraq achieving these goals has been  enhanced by the fact that most Middle Eastern oil states -- even the mighty  Saudis -- are producing at capacity.<br />
 <br />
&quot;Iraq is the only country in the region that has the resources to meet the  demand for oil in the coming years virtually by itself,&quot; observed analyst  Bernhard Zand.<br />
 <br />
Iraq's oil reserves are officially pegged at 143.1 billion barrels, the  fourth largest reserves in the world after Saudi Arabia, Venezuela and  Canada.<br />
 <br />
But the architect of Iraq's ambitious energy development and expansion  strategy, <a href="http://www.upi.com/topic/Hussain_al-Shahristani/" target="_blank">Hussain  al-Shahristani</a>, the former oil minister and now deputy prime minister in  charge of energy affairs, says the country has potential reserves of another 214  billion barrels in untapped fields.<br />
 <br />
It also has natural gas reserves estimated at 100 trillion cubic feet, along  with roughly 150 tcf in probable reserves.<br />
 <br />
Writing in the German newsmagazine Der Spiegel, Zand said: &quot;Global demand for  oil will increase by at least 10 percent over the next 20 years.<br />
 <br />
&quot;Most of this demand will most likely be met by sources in the Middle East  and North Africa.<br />
 <br />
&quot;Most countries in the region, however, are already producing oil at the  limit of their capacities. Some are in the midst of revolts and revolutions  while others may face violent upheaval in the future.&quot;<br />
 <br />
In February, the International Energy Agency in Paris slashed its forecast  global oil demand growth for 2012 due to the effects of lower-than-expected  economic growth in Europe and elsewhere.<br />
 <br />
The IEA, which acts as the industrialized nations' energy watchdog, said  global oil consumption would increase in 2012 by 800,000 barrels per day, down  from the 1.1 million bpd forecast the previous month. That was the agency's  sixth consecutive reduction.<br />
 <br />
Be that as it may, Iraq, engaged in a $50 billion program of upgrading and  expanding its aging infrastructure, particularly its export facilities, is  pushing ahead with its plans to transform its energy industry, even as that of  its main rival, Iran, is being weakened by international sanctions.<br />
 <br />
In April, Iraq's Oil Ministry unveiled the 12 exploration zones that will be  auctioned off May 30-31.<br />
 <br />
All are in remote areas, part of the ministry's strategy of expanding Iraq's  production base, but making them riskier investments since they are harder to  protect from insurgent attacks.<br />
 <br />
At least 47 international companies have been pre-qualified to drill in the  zones, which are expected to add 29 trillion tcf of gas and 10 billion barrels  of oil to Iraqi reserves.<br />
 <br />
The zones up for grabs are mainly in western and central Iraq and companies  that win the licenses will have to commit to spending up to $90 million-$300  million each, depending on the block.<br />
 <br />
These moves come as Iraq's oil strategists come to terms with the fact that  the initial targets that Shahristani set for upgrading the oil industry and  quadrupling production over the next few years were overly ambitious.<br />
 <br />
Global industry analysts have long argued that Shahristani's aim of boosting  production to 10 million-12 million bpd by 2017 was unreachable given the state  of Iraq's infrastructure after decades of neglect, war and economic sanctions  during <a href="http://www.upi.com/topic/Saddam_Hussein/" target="_blank">Saddam  Hussein</a>'s era.<br />
 <br />
Most suggested that a ceiling of 5 million-6 million bpd -- around double the  current production level of some 2.5 million bpd, the highest since 1979 -- was  more realistic.<br />
 <br />
In April, Shahristani acknowledged that and said Baghdad plans to &quot;slightly  lower&quot; the target of 12 million bpd so that increased production could be  extended over a greater period of time.<br />
 <br />
He set the new target to be set by the end of the year would be  &quot;significantly higher&quot; than the figure of 8.5 million bpd mooted in 2011.<br />
 <br />
&quot;Iraqi output is constrained by its internal distribution infrastructure and  the country's export capacity,&quot; observed Oxford Analytica.<br />
 <br />
&quot;While the government's most ambitious targets suggest 12 million-13 million  bpd by 2020 is theoretically possible, an output plateau of around 6 million-7  million appears more likely.&quot;<br />
 <br />
Even that would give Iraq immense clout within the Organization of Petroleum  exporting Countries, and at today's prices would earn Baghdad some $1 billion a  day to fund national reconstruction.<br />

WASHINGTON (AP) — The House endorsed the continued war in Afghanistan on Thursday despite acknowledgment from Republicans and Democrats that the American people are war-weary after more than a decade of conflict.<br />
 <br />
By a vote of 303-113, lawmakers rejected an amendment that would have swiftly ended combat operations in Afghanistan by limiting funds only to the &quot;safe and orderly withdrawal of U.S. troops and military contractors from Afghanistan.&quot;<br />
 <br />
More than 10 years after the Sept. 11 terrorist attacks, American public support for the overseas conflict has deteriorated. An Associated Press-GfK poll released last week showed that backing for the war has hit a new low and is on par with support for the Vietnam War in the early 1970s. Only 27 percent of Americans say they support the war effort, and 66 percent oppose it, according to the survey.<br />
 <br />
&quot;The American people are far ahead of Congress,&quot; said Rep. Barbara Lee, D-Calif., sponsor of the amendment, who called on Congress to stand squarely with the American people. &quot;It's past time to end the war and bring the troops home.&quot;<br />
 <br />
Opponents of the amendment conceded that the public has grown tired of war, but they argued against a precipitous withdrawal.<br />
 <br />
&quot;If we leave too early and the Taliban and al-Qaida return, more Americans will suffer,&quot; Rep. Mac Thornberry, R-Texas, said.<br />
 <br />
The vote came as the House considered a $642 billion defense budget for next year, debating more than 140 amendments to the far-reaching legislation. Final passage of the measure was expected Friday.<br />
 <br />
Rather than a speedy withdrawal from Afghanistan, the spending blueprint calls for keeping a sizable number of U.S. combat troops in the country. The bill cites significant uncertainty in Afghanistan about U.S. military support and says that to reduce the uncertainty and promote stability the president should &quot;maintain a force of at least 68,000 troops through Dec. 31, 2014, unless fewer forces can achieve United States objectives.&quot;<br />
 <br />
The United States currently has 88,000 troops there. President Barack Obama envisions a final withdrawal of U.S. combat troops in 2014. Earlier this month, he signed an agreement with Afghan President Hamid Karzai on the role of America forces in counterterrorism and training of the Afghan military. The president insisted that the U.S. combat role was winding down.<br />
 <br />
In a series of votes late Thursday, the Republican-controlled House narrowly passed an amendment preventing federal agencies from requiring contractors to sign project labor agreements to secure federal contracts. The agreements require contractors to negotiate with union officials, recognize union wages and generally abide by collective-bargaining agreements. The vote was 211-209.<br />
 <br />
Clamoring for fiscal austerity, House Republicans backed deficit-cutting legislation last summer that calls for a $487 billion cut in projected defense spending over 10 years. They abandoned that plan in March, embracing a budget that adds billions of dollars for the military while slashing funds for some safety-net programs for the poor.<br />
 <br />
The $642 billion spending blueprint — $8 billion more than last year's agreement — provides funds for aircraft, ships, weapons, the war in Afghanistan and a 1.7 percent pay raise for military personnel. The House Armed Services Committee, in crafting its version of the budget, snubbed the Pentagon and military leaders on a range of issues, rejecting calls for another round of domestic base closings and increases in monthly health care premiums for working-age military retirees.<br />
 <br />
Health care costs have skyrocketed for the military, rising from around $19 billion in 2001 to more than $53 billion in recent years. The Pentagon has estimated that the premium hike — ranging from $35 to $140 per month — would save the military more than $12 billion over 10 years. But one of the most powerful constituencies, the network of veterans groups and retired generals, has lobbied lawmakers to prevent any increase.<br />
 <br />
The House's action on the budget has divided Republicans.<br />
 <br />
In a statement Thursday, Sen. Bob Corker, R-Tenn., said that if the House is serious about cutting the deficit, it can show its commitment by not passing &quot;a final highway bill, postal bill or any other bill that would violate the Budget Control Act&quot; — last summer's deficit-cutting pact between Obama and Congress.<br />
 <br />
Republicans used the House bill to make an election-year argument that they're stronger on defense than the president.<br />
 <br />
They backed construction of a missile defense site on the East Coast that the chairman of the Joint Chiefs of Staff says is unnecessary, saved aircraft and ships slated for cost-saving retirement, and slowed planned reductions in the Army and Marine Corps. They added millions of dollars for nuclear weapons and restricted the president's ability to reduce the nuclear stockpile under a treaty with Russia that the Senate ratified in December 2010.<br />
 <br />
Still fighting Obama's long-settled decision to allow gays to serve openly in the military, the bill would bar same-sex marriages on military installations.<br />
 <br />
&quot;Welcome to the world of manufactured crisis,&quot; House Minority Leader Nancy Pelosi, D-Calif., told reporters in criticizing the provision as unnecessary.<br />
 <br />
The political challenges embodied in the bill are unlikely to survive. The White House has threatened to veto the legislation, citing a long list of objections. <br />
 <br />
Defense Secretary Leon Panetta has slammed the bill and lawmakers for protecting their pet projects. The Democratic-controlled Senate Armed Services Committee is expected to jettison many of the provisions in its version of the budget. The committee meets next week to write its bill.<br />
 <br />
The GOP effort to make Obama's national security record an issue in the campaign has gotten little traction. Opinion surveys show Americans give the president high marks on defense after the killing of Osama bin Laden, repeated drone attacks against suspected terrorists and a weakened al-Qaida, and an end to the Iraq war.<br />
 <br />
The House planned to debate the remaining amendments throughout the night Thursday, including one that would end the indefinite detention of terrorist suspects, even American citizens, captured on U.S. soil.<br />
The issue has proved highly divisive for both parties.<br />
 <br />
&quot;The president right now has the authority to go outside and lock somebody up indefinitely,&quot; said Rep. Adam Smith of Washington state, the top Democrat on the House Armed Services Committee. &quot;It's an extraordinary amount of power to give the executive branch.&quot;<br />
 <br />
Smith and several tea party Republicans back an amendment that would bar indefinite detention without charge or trial of suspected terrorists and roll back the military custody requirement. Last year, Congress passed and Obama reluctantly signed a defense bill that included the provision allowing indefinite detention.<br />
 <br />
Thornberry, the Texas Republican, argued that the amendment would give terror suspects full constitutional rights.<br />
 <br />
&quot;As soon as a member of al-Qaida sets foot on U.S. soil, they hear you have the right to remain silent,&quot; he said during debate.<br />
 <br />
Smith pointed out that the Constitution grants all persons due process. &quot;Your beef is with James Madison,&quot; Smith said.<br />

On Tuesday, a federal judge in New York struck down as unconstitutional the portion of the defense law that gives the government broad powers to regulate the detention, interrogation and prosecution of suspected terrorists.<br />

 BABYLON'S Hanging Gardens was one of the Seven Wonders of the Ancient World, but heritage appears to be no match for Iraq's booming oil industry in a dispute over a new pipeline. <br />
 <br />
As Baghdad is working to get the UN Educational, Scientific and Cultural Organisation (Unesco) to list Babylon as a World Heritage Site, archaeologists and oil ministry officials are in a battle over a pipeline that one side insists threatens the site and could cause irreparable damage to the ruins.<br />
 <br />
Qais Rashid, head of the Supreme Board of Antiquities and Heritage, said the oil ministry drilled to extend a pipeline that runs about 1.5km in length, to transport petroleum products through the archaeological site of Babylon.<br />
The pipeline was officially opened in March.<br />
 <br />
&quot;The work could damage priceless antiquities belonging to the modern era of Babylon, especially by drilling,&quot; Mr Rashid said.<br />
 <br />
Mariam Omran, head of the antiquities department in Babil province, where the site lies, added that much of the archaeological area was still unexplored, and while no damage was visible, there was no telling what the impact was beneath the surface.<br />
 <br />
&quot;There may be antiquities just centimetres below the ground,&quot; she said. &quot;The antiquities at these sites have not yet been fully discovered, just like the rest of the historical landmark.&quot;<br />
 <br />
But oil ministry spokesman Assem Jihad defended the Babylon project, saying &quot;it was carried out...hundreds of metres from the archaeological sites&quot;.<br />
&quot;We did not find any traces or evidence of the existence of antiquities during the drilling operations.&quot;<br />
 <br />
Babylon lies some 90km south of Baghdad and is considered one of the cradles of human civilisation. It was the capital for two renowned kings of antiquity: Hammurabi (1792-1750 BC) and Nebuchadnezzar (604-562 BC), who built the Hanging Gardens.<br />
 <br />
The Inner City covers an area of 2.99sq km and the outer walls surrounding the city east and west of the Euphrates enclose another 9.56sq km.<br />
 <br />
Listed as an archaeological site since 1935, it has been partially excavated over the past century, but much of the ancient city remains to be uncovered.<br />
 <br />
A 2009 report from Unesco said: &quot;The archaeological city was plundered during the US-led war in 2003 that ousted Saddam Hussein. Contents of the Nebuchadnezzar and Hammurabi museums and of the Babylon Library and Archive were stolen and destroyed.&quot;<br />
 <br />
And the city was damaged by &quot;digging, cutting, scraping and levelling&quot; for a US military base that was located there from April 2003 to December 2004.<br />
 <br />
The Ishtar Gate and Processional Way were among key structures damaged, the UN agency said, as US forces made key adaptations to the historical site to fortify their base by building trenches and pits, and using chemicals to complete construction works.<br />
 <br />
Iraq is a country rich in history and archaeological sites that offer great potential for tourism, but the vast majority of government revenues still come from oil.<br />
 <br />
Exports are rising rapidly, averaging 2.508 million barrels per day in April and pulling in $8.8 billion, with both figures at their highest levels since 1989.<br />
 <br />
The sales are providing much needed income to help fund rebuilding of Iraq's dilapidated infrastructure, wracked by decades of war and sanctions.<br />
 <br />
&quot;There have been two pipelines to transport petroleum products in the same location for more than 30 years,&quot; said oil ministry staffer Jihad, adding that &quot;the new strategic pipeline supplies oil products from refineries to the south of Baghdad&quot;.<br />
 <br />

VietFinanceNews.com - The Vietnamese dong currency is rising, so exchange rate adjustments may be in store, said economic experts of the National Institute for Finance at a conference in Hanoi last week. <br />
 <br />
According to analyses by experts, the dong has strengthened by 23.8% against the U.S. dollar and by 5.7% against the basket of currencies of the country’s major trading partners.<br />
 <br />
The exchange rate has stayed quite stable on the market as exporters have steadily sold the U.S. dollar to banks. The dong and dollar selling prices at times are on a par with or even lower than those set by the State Bank of Vietnam.<br />
 <br />
The greenback has been in decline against other currencies in recent years, leading to the lower rise of the dong against the basket of hard currencies.<br />
 <br />
However, according to experts, the pressure of stabilizing the exchange rate still remains a challenge for policymakers.<br />
 <br />
Inflation is seen falling towards the year-end given tight monetary and fiscal policies. The State Bank of Vietnam may be forced to adjust the exchange rate slightly to support export, reduce trade deficit and improve the balance of payments and foreign reserves.<br />
 <br />
After the exchange rate was adjusted last February to make the dong drop by 8.5% against the U.S. dollar, the rate has been kept unchanged since then.<br />

VietFinanceNews.com - Exchange rates are showing stable development, says financial and banking expert Nguyen Tri Hieu. The average inter-bank rate of exchange yesterday, as listed by the State Bank of Viet Nam, continued to stay at VND20,828 per US dollar, a level it had maintained for almost all of a six-consecutive-month period since November 24 last year.<br />
 <br />
Exchange rates on the regular market were showing correlative moves, with commercial banks — including Vietcombank, BIDV, Eximbank and Vietinbank — listing buying rates at around 20,820 dong/dollar and selling rates around 20,870 dong/dollar.<br />
 <br />
Hieu told Thoi bao Kinh te Viet Nam (Viet Nam Economic Times) that the stable trend was due to significantly increasing State Bank foreign exchange reserves, few fluctuations on the gold market and great differences between the interest rates for dong and dollar, which was making the foreign currency less attractive.<br />
 <br />
The trend was also backed by central bank measures to stabilise the foreign currency market, positive signs from import-export and declining demand for foreign currencies due to domestic production slowdown, he added.<br />
 <br />
The National Financial Supervisory Committee (NFSC) said there was a high possibility that stability would continue over the coming months.<br />
 <br />
Exchange rates would not see strong fluctuations in the short term with abundant supply and small demand for foreign currency, it said, noting that the nation's general payment balance was seeing a surplus of about US$2 billion while international investors were showing greater confidence in the domestic economy.<br />
 <br />
Hieu warned, however, that there were still many unpredictable factors that could cause fluctuations in the foreign currency market during the remainder of the year, as global prices remain unstable and imports are likely to see sudden changes by the end of the year.<br />
 <br />
Tai Hui, an economist at Standard Chartered Bank, recently said although the trade deficit had narrowed to $257 million in the first quarter of this year from $1.6 billion in last year's fourth quarter, it was still too early to determine whether the trade balance would continue to improve or not.<br />
 <br />
He reportedly forecast that the dong would depreciate slightly by 4.3 per cent in 2012.<br />
 <br />
The NFSC said flexible policies were needed in order to avoid pressure on exchange rates between now and the end of the year and that rates should be kept at &quot;reasonably stable&quot; levels.<br />
 <br />
The dong should not be floated so as not to negatively affect the Government's efforts in restoring the confidence of business, investors and people in the domestic currency's value and the economy.<br />
 <br />
On the other hand, the NFSC said with an inflation difference level between Viet Nam and its major trade partners expected to reach 5-7 per cent this year, and with the dong being valued about 5.46 per cent higher than its real value, a fixed exchange rate would affect the competitiveness of domestic goods in the future.<br />
 <br />
The committee said the current exchange rate could be adjusted in a 3-5 per cent amplitude to facilitate exports, which were expected to see many difficulties.<br />
 <br />
A Government commitment to maintaining stable exchange rates with low-level adjustments would stimulate short-term capital flows into the country, including finances from foreign direct investment and foreign short-term lending, the NFSC said.<br />
 <br />
Such capital sources would help increase foreign currency supply and national reserves, which could promptly be withdrawn from Viet Nam in case of fluctuation, posing a risk for the country in the middle term if capital inflows were large-scale compared with national reserves, it noted.<br />

VietFinanceNews.com - The Prime Minister has appointed another deputy governor to the State Bank of Vietnam (SBV) to accelerate restructuring in the banking sector. <br />
 <br />
Dao Minh Tu will be the sixth deputy governor of the SBV, beginning May 15, 2012.<br />
 <br />
Other SBV deputy governors include Nguyen Dong Tien, Le Minh Hung, Tran Minh Tuan, Dang Thanh Binh and Nguyen Toan Thang.<br />
 <br />
Various international organisations have been recommending that Vietnam set a comprehensive programme for the restructuring of the banking sector for some time.<br />
 <br />
In order to meet this target, they say, it is vital that the country has both capital and competent human resources.<br />
 <br />
According to the country's road map for restructuring of the banking system, banks have been put into categories. Category number 3 are given from the second quarter of this year until the end of next year to complete their restructuring plans. The target for this group is to achieve credit growth rate of 8% in 2012.<br />
 <br />
Between 2013 and 2015, the country will focus on enhancing the efficiency of banks and strive to increase the level of at least 1 or 2 of them to the highest rated in the region.<br />
 <br />
Another goal is that by 2015, at least four financial institutions will be eligible to compete in the regional market. By 2020, one or two institutions are expected to be listed among the largest financial institutions in the Southeast Asia.<br />

 The statement noted that &quot;the second track with a length of (21) km and includes (21) station and starts from the square opening area of &#8203;&#8203;the pool through the street Sadoun across the yard Khilani to reach the yard jump and head to the Mansour district through street (Damascus) and up to the intersection of the Baghdad International Fair and is divided into two branches, one toward Mansour and up to Washash and the other towards the Baya area across the street from the south and ends at the intersection of Sharjah. &quot; <br />

 A statement by the Municipality of Baghdad that &quot;the establishment of the metro network will contribute to resolve a large part of the problem of traffic congestion experienced by the streets of Baghdad because of the ever increasing number of cars that entered Iraq since the fall of the former regime, as well as that this project reduces the rates of high pollution of materials (hydrocarbon ), affecting the toxic atmosphere and environment of the capital. &quot; <br />

 The secretariat of Baghdad has called on all international companies specialized in the area of &#8203;&#8203;the metro to submit proposals to update the studies and designs and full bills of quantities and the implementation of the project (Metro Baghdad) Bmsarah which will be the first of its kind in Iraq and later in the region, M.
